Challenge
Fezzan, the southernmost region of Libya, suffers from degraded agricultural infrastructure, chronic water scarcity, and limited access to modern equipment. The EFEF PLUS project aimed to:
- Revitalize smallholder production through mechanization
- Improve local food security and resilience
- Ensure long-term sustainability by training municipal-level technicians
But logistics posed a challenge:
- Difficult terrain for delivery to remote municipalities
- Fragmented governance and customs bottlenecks
- Lack of operator familiarity with imported machinery
Our Solution
Rapanelli Procurement coordinated the supply, training, and commissioning of key agricultural equipment:
Key Contributions:
- Delivered a package of tractors, harvesters, and soil-prep implements
- Deployed a team of certified instructors for hands-on operator training across 4 municipalities
- Supported local authorities in equipment allocation and after-sales planning
- Navigated customs clearance in Tripoli with no demurrage penalties
Results
- Equipment successfully delivered to municipalities in Sebha, Murzuq, Ubari, and Ghat
- 20+ local operators trained in safety, maintenance, and field techniques
- Commissioning completed on schedule and within budget
- Supported the wider EFEF mission to improve environmental management and agro-livelihoods in the Fezzan
Impact
This delivery allowed municipal governments to restart field operations after years of equipment degradation. It also marked one of the first coordinated, cross-municipal machinery deliveries in southern Libya since 2011.
