Commissioning, Testing and Crew Training for Two Patrol Boats – Support to the Libyan Coast Guard
Introduction
Rapanelli, through its sister company RAM LogServ, successfully organized and managed the commissioning, sea trials, and training program for the crews of two Novamarine patrol boats, provided in support of the Libyan Coast Guard.
The project was designed not only to ensure the technical commissioning of the vessels, but also to transfer the necessary know-how for the Libyan crews to operate them independently and safely.
Training Program Structure
The training program was structured to combine theory and practice, ensuring a complete learning path:
- Total duration: 30 hours per crew
- Timeline: 8 days overall
- Instructors involved: 2

Training phases:
- Onshore Training (theory & classroom) – 10 to 24 hours
- Study of Owner’s Manual
- Training guidelines and procedures
- Technical drawings and schematics
- Safety and maintenance protocols
- Onboard Training (sea trials & navigation) – 8 to 20 hours

Implementation
The program was delivered through an intensive and well-structured methodology:
- Each instructor trained 3 crews, alternating between classroom sessions and sea trials.
- 3 days of classroom training with multiple crews together.
- 3 days of sea trials, one crew at a time.
- The final 2 days were dedicated to evaluations, additional Q&A, and examinations.
Results
- All 6 crews successfully completed the program.
- Participants received an Official Certificate of Attendance, certifying their ability to operate the Novamarine NP120FB CABIN.
- The Libyan Coast Guard now has fully trained crews, capable of carrying out patrolling, surveillance, and rescue operations with the newly commissioned patrol boats.
