EFEF Project Phase 2 – Agricultural Machinery Supply in Southern Libya

Challenge
Following the successful completion of Phase 1 in 2022,
The EFEF (Enhancing Farming Employment in Fezzan) Phase 2 project, coordinated by CIHEAM Bari, focused on revitalizing cereal production in the Sebha district of Fezzan, Libya. The initiative supported local farmers by supplying modern agricultural machinery, implementing a rental system for equipment, and delivering technical trainings—aiming to enhance productivity, expand employment, and improve working conditions in the region.
Role of Rapanelli Procurement
Rapanelli was selected as the sole partner for procurement, logistics, equipment commissioning, technical training, and ongoing support.
Key Activities:
- Procurement & Logistics: Sourcing and delivering tractors, combine harvesters, and implements; managing shipping and customs operations in Libya’s challenging operational context.
- Commissioning: Functional verification and startup of both newly supplied machinery and previously installed assets, including technical adjustments performed on site.
- Training: Delivery of technical courses for new operators, with modules on land preparation, seeding, safe machine operation, and routine maintenance.
- Assistance: Supervision during the initial operation and continuous technical support, fostering local autonomy and skills development.
Results Achieved:
- Successful delivery and integration of new agricultural machinery into existing fleets
- Training of more than 10 local operators for management and maintenance
- Strengthened operational capacity and continuity of cereal production activities
- Refurbishment and validation of previously supplied equipment
- Transition from donor-dependent operations to greater self-sufficiency for local municipalities
Impact
Partnering with Rapanelli as a single supplier helped ensure continuity between initial investment and follow-up, developing local skills and strengthening the sustainability of agricultural initiatives for beneficiary communities.
